Mentat Systems Inc is a privately held corporation that
was founded in St. Petersburg Beach, Florida. The principals
originally migrated to St Petersburg Beach, after 5 years in
Hallandale, Florida and returned to it again after a 3 year
stay in Los Angeles, California. During that three year
period Donald was the Associate Director and Chief Medical
Officer for the LA County Department of Health, supervising
health care for approximately 10 Million people spread over
4,000 square miles.
Before
founding Mentat Systems Inc., each of the principals
Practiced clinically for ten plus years, with extensive
concomitant experience in clinical management. After several
years of ad hoc and contracted consulting, Mentat Systems
Inc. was formed to facilitate and foster more freedom
with the founders' particular approach to health care
projects.
Mentat Systems Inc. subscribes to the philosophy that a
small tightly controlled employee base, supplemented with a
network of superbly talented independent contractors in an
outstanding panel of Associate Companies, is the best way to
insure delivery of a broad range of services to our clients
without the incursion excessive overhead.
Mentat Systems Inc has provided consultation and direct
management services to multiple consulting firms and health
care entities over the past 16 years.

Donald C Thomas III
MD
Chief Executive Officer and Chief Medical Officer
Dr Thomas is an experienced
Emergency and Trauma care clinician: Over a period of 17
years, he has worked in Emergency centers where patient
volumes ranged between 18,000 and 150,000 patients per year,
in single and multiple attending configurations, diverse
geographical locations, with and without associated clinical
professional augmentation, broadened and deepened that
experience. He is also the Principal Author of the Fast CAT
line of Advance Triage Utilities.
In his 26 year management
history, he has covered the entire physician management
spectrum from Department Chairmanship to Chief Medical
Officer and Associate Director of the of the Los Angeles
County Health Department. He has experienced private and
public healthcare delivery systems; in corporate, academic
and community settings located in both urban and rural
sites.
As a former Congress of
Graduate Medical Education (COGME) Councilor, he has been
directly involved in advising Congress and the Secretary of
Health in matters related to the structure and function of
Graduate Medical Education (GME) in the United States. He
has also served on the board and as an executive committee
member of L.A. Care, one of the largest public HMOs in the
country.
He has consulted for 18
years, as an independent contractor, contract employee and
firm principal. As the Mentat Systems Inc CEO and CMO
he specializes in all forms of physician relationship
engineering: Strategy and new business development,
coaching, interim management, Protocol and standing order
development, Medical Staff - Health Information Technology
integration, staff redesign, recruitment, realignment and
problem resolution, bylaws restructuring, quality assurance,
TQM and compliance are areas of particular emphasis.

Chief Operating Officer
Margaret Thomas is a Nurse
who practiced Pediatric, Emergency and Trauma Nursing for
over 10 years at Jackson Memorial Hospital, where 150,000
patients per year were seen. She ended her tenure as an
Assistant Head Nurse, where she oversaw a shift of trauma
nurses responsible for the care of at least 110 injured
patients nightly and where on the average night, 10 of those
were major trauma victims.
She is responsible for the
daily operation of Mentat Systems Inc, coordinating
financial, contractor and production activities for the
corporation. |
